To get the Traveler's Bridle, you'll need to earn thirteen Pony Points by using the services of any stable found all around Hyrule. You'll be rewarded Pony Points any time you visit a new stable for the first time, pay for lodging, or board a newly tamed horse.

Once you have enough points, you can get the Traveler's Bridle by visiting the Pony Points Ledger and speaking with the Stable clerk to redeem the thirteen-point reward, which is the Traveler's Saddle, that comes with the Traveler's Bridle as a bonus.
