Buliara

Just like in Breath of the Wild, Buliara is around to protect Riju from any harm, so she always has Lady Riju's best interest in mind.

During Tears of the Kingdom you'll be able to find Buliara when you go to Gerudo town as part of the main story quest "Regional Phenomena - To Gerudo Town." She'll be the one who'll let you stay in the refuge once you find a way to get inside.

Buliara will also tell you that Chief Riju can be found in the North Geurdo Ruins, starting Riju of Gerudo Town.

A strong warrior who guards Chief Riju. She is familiar with Link from his previous visits.

One glance at her giant claymore defers most troublemakers. Her concern for Riju is one of the things that softens the stern demeanor she shows her soldiers.
